A Message From The Supervisor:
According to KPIX 5 News, Governor Gavin Newsom believes the following Bay Area counties - San Francisco, San Mateo, and Marin will be poised to move into the 'red tier' of re-opening later this week. I will keep you updated with a supplemental newsletter, if this happens.Â
Once San Francisco moves into the red tier, we can start the reopening and rebuilding process. I continue to be thankful to our community leaders, non-profits, residents and local business owners for all your hard work to serve our District as we approach one year since we began sheltering-in-place. As always, my office is here and ready to serve District 11. Â

Last week, Mayor London N. Breed, Board of Supervisors President Shamann Walton, and Director of Health Dr. Grant Colfax announced the launch of a third high-volume vaccination site in San Francisco. The site, which opened last Monday at the SF Market in the Bayview Hunters Point neighborhood at 901 Rankin Street, advances San Francisco’s efforts to get as many people vaccinated as quickly as possible. As with other vaccination sites in San Francisco, the SF Market location will initially offer vaccinations to people 65 and older and healthcare workers. Due to current supply constraints, the initial doses given per day will be limited, but the site is ready to expand rapidly once supply increases.
The SF Market vaccination site will initially operate Monday through Friday from 8:00 a.m. to 5:00 p.m. by appointment only. Due to the limited vaccine supply at this time, appointments for the first week of operations will be by invitation only. Once vaccine supply becomes more available, appointments and hours at SF Market will expand. People 65 and older and healthcare workers can make an appointment regardless of their health coverage status or provider by going to SF.gov/getvaccinated and booking an appointment through Sutter’s My Health Online portal. Those who do not have access to a computer can schedule an appointment through Sutter’s call center at 844-987-6115.

February COVID-19 Testing in District 11Â
The City is encouraging residents who have insurance to get tested through their medical provider, so as to take the strain off of our free testing sites. If you have health insurance, schedule a test with your doctor. If you have symptoms or known exposure, your healthcare provider is required by law to get you a test.

$2.5 Million Expansion of the African American Small Business Revolving Loan Fund
Mayor London Breed, the Office of Economic and Workforce Development (OEWD), Main Street Launch, and the San Francisco African American Chamber of Commerce announced a third significant investment of $2.5 million in the City’s African American Small Business Revolving Loan Fund (AARLF). The historic fund was established by Mayor Breed to address the perilous position of many Black-owned and Black-serving San Francisco businesses resulting from disproportionate impacts of the pandemic.
This latest expansion of the AARLF is made possible through the continued support of the San Francisco Foundation and the generosity of Aneel Bhusri, Chief Executive Officer of Workday. The additional investment brings the total secured funding to $6.3 million and will enable the Fund to support an estimated 150 businesses.
The African American Small Business Revolving Loan Fund complements San Francisco’s citywide COVID-19 financial relief package of grants and loans to support micro-enterprises and small businesses historically underserved by private banks and other traditional sources of financing. The City created its first zero interest loan program, the San Francisco Hardship Emergency Loan Program (SF HELP), in April 2020. SF HELP has now funded more than $12 million in loans and programming for businesses citywide. The AARLF followed this program design, and San Francisco has now successfully delivered over $4 million in grants and loans to Asian-Pacific Islander (API) businesses citywide and created the Latino Small Business Fund focused on providing similar support to Latino-serving small businesses.

As you may know, San Francisco returned to the purple tier of re-opening as the State released all regions from the strict stay-at-home order. This means that many of our small businesses were allowed to reopen with limited capacity. This week, I am facilitating an update from the Office of Economic and Workforce Development (OEWD) on best practices when applying for grants/loans and operating shared spaces. Please click HERE to watch the recorded meeting for more information.

Bridge to Excellence Scholarship
Mayor London N. Breed announced this year’s Bridge to Excellence Scholarship Program is now accepting applications. The Bridge to Excellence program will provide scholarships to highly-motivated graduating high school seniors from low-income and under-resourced communities in order to help overcome financial barriers they face to attend college.
The Bridge to Excellence Scholarship Program will provide students from San Francisco public high schools with $2,500 each in scholarship awards. This is the third year of Mayor Breed’s Bridge to Excellence Scholarship. Last year, the Bridge to Excellence program provided 14 students with scholarships. Funding for the scholarship comes from the generous sponsorship of business and philanthropic partners.
To be eligible for the scholarship, applicants must be a San Francisco Unified School District high school senior graduating in spring 2021 with a minimum cumulative GPA of 3.20. Applicants must demonstrate a significant financial need and be the first in their family to attend a four-year college.
The application window will be open until Wednesday, March 31, 2021. The Mayor’s Office will review all qualified candidates and notify recipients by the end of April. Interested students can apply at: sfmayor.org/bridgetoexcellence

Prop 19 Workshop Video
On January 5, then Assessor Recorder Carmen Chu's office hosted an online workshop about the changes brought by this new law and invited financial and estate planners to join us to help answer some of the most frequently asked questions.Â
Over 2,000 people registered for the event and close to 1,000 questions were submitted, we covered as much as we could during the 90-minute event. The recording of the workshop is now available on their newly developed Proposition 19 website at SFAssessor.org/Prop19. Chinese and Spanish interpretations are also available. Feel free to share them with your family and loved ones. (98% respondents said they would recommend the event to friends and family!)
