WARNING!
Burglars are taking advantage of the novel coronavirus outbreak by posing as health professionals to gain entry into victims' homes. The culprits are reportedly dressing up in white lab coats, masks or hazmat suits before knocking on doors and offering advice about the COVID-19 disease claiming the need to inspect a residence or test for a new virus.
Do not give anyone claiming to be from the Centers of Disease Control or the Department of Public Health your credit card information. Do not allow anyone into your house claiming to be a public health worker without seeing the City and County of San Francisco badge.
If you someone approaches your house in this manner, please call 911.

Playgrounds Closed!
San Francisco Recreation and Parks playgrounds are closed due to the COVID-19 emergency. The playgrounds have been locked in locations where that's possible, but none should be used at this time.
It is up to us to stop the spread of COVID-19 by practicing social distancing. All other parks and trails remain open for you to hike, bike and explore at six feet apart or more!

Commissioner Lara Urges Uninsured Californians to Obtain Insurance to Protect Their Health
Covered California extends special enrollment period through June 30th in response to COVID-19 – including premium subsidies to assist eligible consumers
LOS ANGELES, Calif. — Insurance Commissioner Ricardo Lara urged uninsured Californians and those who have lost coverage due to COVID-19 to purchase health coverage through Covered California, or through health plans and health insurers offering coverage outside the health insurance benefits exchange, during a new special enrollment period. Effective Friday, March 20, Covered California opened the state’s health insurance benefits exchange to eligible uninsured individuals who need health care coverage amid the COVID-19 pandemic emergency. Anyone who meets eligibility requirements, which are similar to those in place during the annual open enrollment period, can sign up for coverage through June 30, 2020.
"Getting coverage for yourself and your family has never been more vital," said Insurance Commissioner Ricardo Lara. "Californians need to plan for the long term, and having insurance at this time can give you peace of mind."
On March 5, Governor Gavin Newsom and Commissioner Lara directed health insurance companies to make all medically necessary COVID-19 screening and testing free of charge by eliminating co-pays and deductibles.
This includes network telehealth or, when necessary, doctor’s office visits as well as network emergency room or urgent care when necessary for the purpose of screening and testing for COVID-19. In addition, Covered California health plans and health insurers will help cover costs that arise from any required treatment or hospitalization.
All health coverage offered through Covered California provides telehealth options for enrollees, giving individuals the ability to connect with a health care professional by phone or video without having to personally visit a doctor’s office or hospital.
Consumers who sign up through Covered California by June 30, 2020 will have access to private health coverage plans with monthly premiums that may be lowered due to federal and new state financial help that became effective in 2020. When enrolling in Covered California, their coverage would begin on the first of the following month meaning individuals losing job-based coverage will not face a “gap” in coverage.

MAYOR LONDON BREED ANNOUNCES ARTS RELIEF PROGRAM
$2.5 million in support will go to working artists and arts and cultural organizations financially impacted by COVID-19
San Francisco, CA — Mayor London N. Breed today announced an Arts Relief Program to invest directly in working artists and arts and cultural organizations financially impacted by COVID-19. The investment is a combination of funding strategies designed to help the arts and culture community through grants and low-interest loans to organizations and working artists most impacted by this crisis. The Arts Relief Program will be funded by an initial $2.5 million from the City.
"Our artists and cultural institutions are at the heart of who we are as a City and a community,” said Mayor Breed. “This community is also getting hit hard right now as people are suffering from job loss, business closures, and economic disruption during the COVID-19 outbreak. We need to do everything we can to stabilize our arts community now. I hope our public investment will encourage private donors to join us in supporting our vulnerable artists during this challenging time.”
"San Francisco is defined by our vibrant arts and culture and we need to support this sector now more than ever,” said City Administrator Naomi M. Kelly, who administers Grants for the Arts. “Although this emergency has paused many live performances, we will do all we can to provide support to the artists and organizations who make them possible during this trying time.”
The program will consist of two options, a grants program and low-interest loans, that will allow artists and organizations to choose what best meets their needs. The philanthropic community will be allowed to donate to these programs to expand impact.
Grants Program
$1.5 million will go towards grants to individual artists, teaching artists, and small- to mid- budget sized arts and cultural organizations administered by the Center for Cultural Innovation. The Fund will prioritize the needs of those serving cultural populations that are the most vulnerable—black, indigenous, immigrant, trans, and people with disabilities. Individuals may apply for up to $2,000. Organization awards will range from $5,000 to $25,000 and will be scaled based on budget size. The general operating grants may be used to pay rent and salaries, to retain employees, and help keep artists and organizations in San Francisco.
Low-Interest Loans
$1 million will go towards low-interest loans to small- to mid-budget sized arts and cultural organizations administered by the Arts Loan Fund (ALF) of Northern California Grantmakers. ALF is a revolving loan program, which already makes low-interest loans to support arts and cultural organizations.

Health Officer of the City and County of San Francisco Tomas J. Aragon Issues Health Order No. C19-11 -- Protective Quarantine for Laguna Honda Hospital and Rehabilitation Center:
On Tuesday, March 24, 2020, San Francisco's Health Officer issued Health Order No. C19-11 which implements a protective quarantine for Laguna Hospital and Rehabilitation Center. This was issued because some of the residents are elderly and/or being treated for health conditions, and both of these factors make many of these residential care facility residents vulnerable to the most serious complications of the novel coronavirus ("COVID-19").
It is important that this Order was issued because of the risk of rapid spread of the virus and the need to protect residents and the staff. This Order restricts Residents at the Laguna Honda Hospital and Residential Center, the largest skilled nursing facility in the Bay Area, from leaving except under limited exceptions.
The Order is in effect from 10:00 a.m. on Wednesday, March 25, 2020 and is currently set to end on April 7, 2020 (unless extended).

Summary of Orders and Recommendations of the Mayor, Governor, and County Health Officer Relating to Policy Body Meetings:
-On March 11, 2020, the Mayor supplemented her initial declaration of local emergency with an order to suspend select provisions of local law. The Mayor suspended the sections of the City Charter that prohibit teleconferencing by members of policy bodies, and extended deadlines in local law by which policy bodies must act.
-On March 12, 2020, the Governor issued an executive order suspending provisions of the Brown Act to allow members of policy bodies to participate in public meetings remotely and without noticing their remote locations, but requiring that there be a physical meeting place for members of the public. On March 18, 2020, the Governor issued another executive order superseding the previous order and authorizing policy bodies to meet by teleconference without having a physical meeting place for members of the public.
-On March 16, 2020, the County Health Officer ordered City residents to stay safe in their homes except for certain essential needs and services, and prohibiting all public and private meetings and travel, with certain exceptions. On March 19, 2020, the Governor issued an Executive Order also requiring all Californians to stay at home, with certain exceptions. The Governor’s Executive Order does not specify an end date.
-On March 17, 2020, the Mayor issued another supplemental emergency order prohibiting all City policy bodies from holding public meetings without prior authorization from the Board of Supervisors, Mayor, or Mayor’s designee, upon a determination that the policy body has an urgent need to take action to ensure public health, safety, or essential government operations. This order applies to all commissions, boards, and advisory committees other than the Board of Supervisors and its committees. This order is effective through April 7, 2020.
-On March 21, 2020, the Governor issued another executive order, suspending provisions of state law to allow members of policy bodies to simultaneously receive briefings from local, state, or federal officials concerning information relevant to the COVID-19 emergency outside of a meeting of the policy body and to ask questions of such officials, so long as the members of the policy body do not discuss the COVID-19 emergency among themselves or take any action.
-On March 23, 2020, the Mayor issued another supplemental order suspending several provisions of local law regarding policy body meetings, including, among others: (1) the requirement for policy bodies to provide more than 24 hours’ notice of special meetings; (2) the requirement for policy bodies to post their agendas and other information at the Main Library; (3) any requirement to televise meetings if televising is not reasonably feasible; (4) the requirement to provide a physical location for members of the public to attend or make public comment when all members of the policy body are teleconferencing from remote locations; (5) the requirement that each member of the public be provided an equal amount of time for public comment; and (6) other requirements that would impede policy bodies’ compliance with the Governor’s executive orders. The supplemental order also waived all requirements in the Sunshine Ordinance regarding gatherings of passive meeting bodies.

SFUSD School Closures Extended Through May 1, 2020:
The San Francisco Unified School District announced that it is extending temporary school closures through May 1, 2020. SFUSD is one of six Bay Area counties that announced this extension today. Lastly, please note that SFUSD is still continuing to provide free meals to students and families, offering a variety of meal options. |
