Mayor London Breed Announces $3.5 Million Expansion In Financial Relief For Small Businesses
Today, Mayor London Breed announced a $3.5 million expansion of the San Francisco Hardship and Emergency Loan Program (SF HELP). The program will provide zero interest loans of up to $50,000 to approximately 80 small businesses as San Francisco continues on the road to economic recovery. Since the beginning of the COVID 19 pandemic, the City has identified nearly $21 million in grants and loans for more than 1,150 local small businesses and their employees.
The $3.5 million expansion of SF HELP will focus on private, for-profit low-income to moderate-income small businesses. The loans can be used to pay for payroll, rent, inventory, equipment, and other operating expenses businesses have as they gradually reopen. They are zero interest loans up to $50,000, with a repayment term of up to six years. There are no loan fees, personal guarantees, or collateral requirements for the borrower.

New Program For Local Artists Announced In San Francisco -- The Basic Income Pilot for Artists
Mayor London Breed announced that San Francisco would be directing nearly $6 million in funding for artists, teaching artists, arts organizations, and cultural workers, in short, this is a universal basic income ("UBI") pilot program for San Francisco artists.
The Basics
The UBI program will provide up to 130 artists with $1,000 a month for six months starting early 2021 and the money can be spent on what these artists want (e.g, rent, food, art supplies) since there are no restrictions on what the stipend can be used for. The Arts Commission will also provide arts organizations with funding to reopen safely and will fund the creation of an online Arts Hub, which will serve as a one-stop-shop for artists and organizations looking for financial assistance, professional networking, and employment opportunities.

California's seven-day positivity rate was 3.9% and the 14-day positivity rate was 3.4%, for reference and to contrast, On October 19, 2020 the positivity rate was 2.5%, as the Governor announced today during his press conference.
We also learned that there have been a total of 17,693 COVID-19 fatalities or deaths in California since the start of the pandemic almost eight (8) months ago.
