CALIFORNIA GOVERNOR ANNOUNCED NEW FACE MASK GUIDANCE AND IS WEIGHING POSSIBLE STATEWIDE CURFEW DUE TO INCREASE NUMBER OF COVID-19 CASES, DETAILS BELOW
Today, California Governor Gavin Newsom announced that 41 (of 58) counties, or nearly 95% of the state's population, in California will now be in the most restrictive COVID tier (purple) due to an alarming increase of COVID-19 numbers. Specifically, he announced that the number of COVID-19 cases have doubled in the past two weeks, with 10,968 new cases as of today. This is the fastest rate of rise we have seen, he also announced that there has been a 48% increase in hospital beds occupied by COVID-19 patients these past two weeks too; furthermore, the Governor also announced that the number of ICU patients with COVID-19 increased 38% during these past two weeks as well.
Lastly, the last change announced today was also a recommendation from "do not gather indoors with more than 2-3 other people" to a "do not gather indoors with other households."
What does the purple tier mean? It is the most restrictive, as previously noted, and it means that indoor operations are not allowed, e.g., no dining in in restaurants, no worshipping in places of worship, no indoor gym activities, etc.
California will now have stronger face covering guidance mandating people to wear a face mask whenever they are outside of their home, with very limited exceptions. Specifically, please see below for more details regarding California's recently updated face covering guidance.
Individuals are exempt from wearing face coverings in the following specific settings:
- Persons in a car alone or solely with members of their own household.
- Persons who are working in an office or in a room alone.
- Persons who are actively eating or drinking provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence.
- Persons who are outdoors and maintaining at least 6 feet of social distancing from others not in their household. Such persons must have a face covering with them at all times and must put it on if they are within 6 feet of others who are not in their household.
- Persons who are obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service.
- Workers who are required to wear respiratory protection.
- Persons who are specifically exempted from wearing face coverings by other CDPH guidance.
The following individuals are exempt from wearing face coverings at all times:
- Persons younger than two years old. These very young children must not wear a face covering because of the risk of suffocation.
- Persons with a medical condition, mental health condition, or disability that prevents wearing a face covering. This includes persons with a medical condition for whom wearing a face covering could obstruct breathing or who are unconscious, incapacitated, or otherwise unable to remove a face covering without assistance. Such conditions are rare.
- Persons who are hearing impaired, or communicating with a person who is hearing impaired, where the ability to see the mouth is essential for communication.
- Persons for whom wearing a face covering would create a risk to the person related to their work, as determined by local, state, or federal regulators or workplace safety guidelines.
- Note: Persons exempted from wearing a face covering due to a medical condition who are employed in a job involving regular contact with others must wear a non-restrictive alternative, such as a face shield with a drape on the bottom edge, as long as their condition permits it.

San Francisco COVID-19 Update:
Today, Mayor London N. Breed and Director of Health Dr. Grant Colfax announced the City will adjust its reopening of businesses and activities due to the continued increase in COVID-19 cases in San Francisco, which has resulted in the State placing the City in the more restrictive red tier. San Francisco will temporarily roll back the reopening of all non-essential offices and will reduce the capacity of fitness centers and gyms to a maximum capacity of 10%. These changes will go into effect on Tuesday, November 17, 2020.
San Francisco is rolling back these activities in compliance with the California’s Blueprint for a Safer Economy tier assignments. San Francisco, the Bay Area, and California continue to experience a rapid and significant increase in COVID-19 cases. To adapt to the widespread rise in cases, the State has notified the counties that it is changing its reopening tier assignments, as noted earlier in this post.
The State has assigned San Francisco from the least restrictive yellow tier, where virus transmission is minimal, to the more restrictive red tier, where virus transmission is substantial.
Lastly, another announcement made today by Mayor London N. Breed and Director of Health Dr. Grant Colfax is that the CityTestSF COVID-19 testing site at the Alemany Farmer’s Market will open tomorrow, Tuesday, November 17. CityTestSF resources are being reallocated from the SoMa testing site to the Alemany Farmer’s Market as part of the City’s strategic testing program.
CityTestSF at Alemany Farmer’s Market will operate five days a week with the capacity to test as many as 500 people a day, which is the same testing capacity previously provided at the SoMa site. The City’s testing program is designed to serve the populations and neighborhoods that are most highly impacted by the virus. The southeast sector of San Francisco carries a disproportionate virus burden and the reallocation of these 500 tests to that part of the city is a critical component for fighting the spread of the virus.
The Alemany CityTestSF low-barrier testing facility, located on 100 Alemany Boulevard, will provide COVID-19 testing five days per week, with both walk-through and drive-through tests. Appointments can be scheduled online at sf.gov/gettestedsf and residents or essential workers without appointments are welcome.
The hours of Alemany CityTestSF are:
- Monday: 12:30 p.m. - 4:30 p.m.
- Tuesday - Thursday: 8:30 a.m. - 4:30 p.m.
- Friday: 8:30 a.m. - 12:30 p.m.
Testing is a part of the City’s COVID-19 response, but every San Franciscan must also focus on prevention. The most important things that every person can do to slow the spread of the virus are: wear a face covering outside their homes; avoid gathering with people outside and inside your household (per today's new announcement from the Governor); continue to stay home as much as possible; stay six feet apart from others when not home; and always wash hands frequently.
