One of my favorite things about San Francisco is the amazing diversity of communities throughout the city. This diversity defines us and also challenges us to design policies that uplift individuals who have been historically marginalized. As your Supervisor, I am particularly concerned with ensuring that our victims services programs are inclusive and equitable for all victims of crime. To that end, I have a number of pieces of legislation currently pending before the board.
Protecting AAPI Seniors
We currently have a hearing pending before the Public Safety and Neighborhood Services to address concerns on crime and violence targeting Asian-American seniors and other vulnerable groups.
This hearing also will examine the rise of anti-Asian racism and the response to that rise, including crime prevention efforts, status of investigations, victim services programs, and other public safety resources.
We will hear from the Police Department, Office of the District Attorney, Human Rights Commission, Office of Civic Engagement and Immigrant Affairs, Adult Probation Department, and Juvenile Probation Department on the strategies they are deploying to reduce crime and violence targeting the Asian Pacific Islander and communities of color and to promote cross-racial solidarity.
Protecting Victims of Gun Violence
I also have a resolution pending before the Public Safety and Neighborhood Services Committee urging the Department of Public Health to create programming for victims of gun violence to educate them of their rights to file lawsuits against gun manufacturers in accordance to California State Assembly Bill No.1594.
Last year, Assemblymember Phil Ting passed and Governor Gavin Newsom signed into law AB 1594 which "authorize(s) a person who has suffered harm in California, the Attorney General, or city or county attorneys to bring a civil action against a firearm industry member for an act or omission in violation of the firearm industry standard of conduct, as specified. The bill would authorize a court that determines that a firearm industry member has engaged in the prohibited conduct to award various relief, including injunctive relief, damages, and attorney's fees and costs".
My resolution will provide access to education for victims of gun violence to understand and exercise their rights under this new law.
Equity for all Victims
Yesterday during the Board of Supervisors' meeting, I introduced a resolution urging our Law Enforcement Agencies to administer Victim Services and Justice equitably. This resolution is in direct response to recent incidents where victims have been ignored or under-served by our Law Enforcement Agencies.
All victims, regardless of their race, the gender-identity, or their socio-economic status deserve equal representation from our law enforcement agencies, and from our justice system. This include protection from law enforcement as well as access to services available for victims of crime through the San Francisco District Attorney's Office Department of Victim Services.
Health Updates & Resources
COVID-19
Now that the Mayor's Emergency Declaration has been lifted, many temporary COVID protections are being lifted as well. If you have any questions about this, please email ChanStaff@sfgov.org.
Thank you, Assessor Recorder Joaquin Torres for coming out to the Richmond to talk about taxes! If you weren't able to make the town hall, send us an email with any of your tax questions and we'll get you the answers you need.
China Beach Rehabilitation
Last week I was so excited to join the Golden Gate National Recreation Area Superintendent David Smith to kick-off the China Beach renovation project! This project will come in two phases - first a much needed update to infrastructure work like upgrading the sewer and the retaining wall. The second phase will focus on renewing the bathhouse and creating a more accessible site for all to enjoy! I can't wait to see the results.

Blighted Property Sidewalk Abatement Program
Every year the Board of Supervisors reviews a report generated by the Department of Public Works on the Sidewalk Repair and Inspection Program for properties that need sidewalk work, as well as any properties which have been identified as blighted and disrepair could lead to a lien on the property.
Our team attempted to reached out to all the District 1 properties on the list to ensure compliance. Please review the list here and reach out to us ChanStaff@sfgov.org if you have any questions.
Heron Watch
Great Blue Herons began nesting at Stow Lake in 1993. To date, 270 chicks have learned to fly here. The herons court, build their nests, mate, and lay eggs between January and March.
By April, the nests have chicks. The parents continue feeding them as chicks grow to about four feet tall. Join Heron Watch for a Saturday during the Spring Nesting Season. You can join for the next two Saturdays - May 13 or 20 – From 10 AM to 1 PM for a guided walk to see the herons and their chicks.
See the flyer below for more information and how to register.
