For the last 15 months, small businesses have been struggling to survive during the pandemic. Even before the pandemic, they were facing rent increases, big box competitors and other challenges. Small businesses are the heart AND the backbone of the Richmond District. As we move to return to normalcy, we have to ask ourselves: How can we keep the Richmond a neighborhood that celebrates our small businesses?
Starting this month, I’ll be hosting in-person office hours on the second and fourth Fridays of the month. I will also continue to hold virtual office hours during this time to connect with neighbors and appreciate the range of dialogues about neighborhood issues and happenings.
Friday, July 9 between 3 pm - 4 pm, Central Richmond
Friday, July 23 between 3 pm - 4 pm, Outer Richmond
Weekly on Saturdays, between 9 am - 10 am via Zoom
For COVID-safety protocol purposes, please contact chanstaff@sfgov.org, or call (415) 554-7410 for an appointment and location information.
COVID-19: Response + Updates
San Francisco is leading the nation in COVID-19 response. Even with remarkable progress in our fight against the virus, the increase in cases of the Delta variant poses a significant threat to the health and well-being of our community, especially among the unvaccinated population. Vaccinating as many people as possible, as soon as possible, is our best defense against COVID-19, including variants.
Here are some important updates to share with your loved ones, staff, and members of your community:
COVID-19 Vaccine Reminder: Delta Variant Continues To Pose Threat
As we continue to reopen our economy and welcome visitors to the City this summer, San Francisco’s coordinated response continues as we mitigate the harm the pandemic can do to our City. We are doing everything in our power to get more of our eligible population vaccinated — our best tool to keep cases stable and protect people from COVID-19, and its variants
To protect yourself, your family, and community, get vaccinated! The Moscone Center South high-volume vaccination site is open through July 14 every day for drop-in visits
Additionally, vaccine sites in the San Francisco Health Network have expanded hours for drop-in
Please visit sf.gov/getvaccinated or call 628-652-2700 for vaccination information and sites
To mask, or not to mask? The City of San Francisco hasn't changed its guidance or recommendations. Please find the most recent health order (issued on June 11, 2021) here for information about when/where/who should be wearing a mask. Have an amazing time, but wear a mask if:
At public spaces indoors if not vaccinated
At indoor events of more than 5,000 people, unless there is proof that everyone is vaccinated
When riding public transit like Muni and BART
Inside any business that requires everyone to be masked regardless of vaccination status
If you are staff at an indoor establishment and are not vaccinated. Please check with your employer about rules that apply to your workplace
Testing continues to be an important component to prevent the spread of COVID-19
The SFMTA is updating and expanding their next big service change, targeted for August 14. These adjustments take into account stakeholder feedback and changes in COVID-19 regulations like physical distancing and SFMTA’s ability to switch operators in the field instead of having to return vehicles to their yards first for cleaning. Enhancements to the agency’s previously announced plan include expanding evening service and restoring Muni Owl All-nighter service, adding back four more routes and restoring or adjusting segments on several others.
Route Restorations servicing the Richmond include:
5R Fulton Rapid service will be returning from La Playa to the Transit Center Bus Plaza
18 46th Avenue will connect customers from the Richmond and Outer Sunset to Stonestown
28 19th Avenue service will be returning between Daly City BART and the Marina (via Lombard)
Segments of Geary Boulevard, between 33rd Avenue and Stanyan Street, are proposed to be converted from temporary transit lanes to permanent transit lanes. This issue will be heard online on Tuesday, July 20, 2021 at 1 pm as a part of the SFMTA Board of Director’s regular meeting.
If you would like to comment on this proposed change, you may attend the SFMTA Public Hearing or submit your comments in writing before the hearing by 5 p.m. on Monday, July 19.
To provide written public comment, email MTABoard@SFMTA.com with subject line “Geary Transit Lanes”, or mail to:

Slow Streets were implemented as part of SFMTA’s COVID-19 response to provide additional space for folks to socially distance while walking and biking.
We currently have three Slow Streets in the Richmond (Lake, 23rd Avenue, and Cabrillo) and recognize that they may be used differently by our residents at various times of day.
At the SFMTA Board of Directors online meeting on July 20, all three Slow Streets in the Richmond will be proposed for an 18 month extension, to January 2023. The extension would allow time for detailed community processes to figure out what (if any) permanent changes should be made to the Slow Streets.
To join the meeting by phone or to provide comment, dial 888-808-6929 and enter the code 9961164#.
The three corridors in District 1 all met the feasibility criteria and will be advanced to Step 4 in the “path to permanence” process following any MTA Board approval on July 20. SFMTA staff are still determining dates for outreach processes to occur.
The temporary materials would remain in place while SFMTA conducts a community planning and design process over the next year. The slow streets not recommended for extension would simply expire, and will likely be removed later this summer.
You can take a look at surveys and data on Slow Streets Phase 1&2, which summarizes metrics that include vehicle speeds and volumes, traffic diversions, and community usage. You can also share your feedback through the questionnaire online.

Construction Notice: Ocean Beach Sand Placement Activities
As part of the San Francisco Public Utilities Commission’s (SFPUC) Ocean Beach Climate Change Adaptation Project short-term improvements phase, the U.S. Army Corps of Engineers activities at Ocean Beach will build a sand berm on property owned by the Golden Gate National Recreation Area in front of 3,000 feet of bluff south of Sloat Boulevard using sand dredged from the San Francisco Main Ship Channel. The goal is to protect the Great Highway and nearby wastewater infrastructure maintained by the SFPUC. Containing 225,000 cubic yards of clean sand, the berm will be placed against the bluff and extend seaward about 200 feet (sand will not be placed to the bluff top in areas where bank swallow burrows are present).
This project is being managed by the U.S. Army Corps of Engineers at the request of the City and County of San Francisco, in partnership with the Golden Gate National Recreation Area, with costs being co-shared by the Corps and the City. This project has reached construction through the hard work and determination of countless community members, local and national leaders, and partner organizations. We appreciate your patience during this beneficial-use, climate change adaptation project.
When: The work window begins in mid-July and ends on September 30, 2021. Construction crews will be working 24 hours a day, 7 days a week. Construction will take approximately 30-40 days, during which time this stretch of beach will be closed to the public and access to the beach south of the work area will be limited.
Where: Construction activities will occur within the footprint of the National Park Service parking lot at Sloat Boulevard and on the beach south of Sloat Boulevard.
For full project details and FAQs, visit the project website. For questions, email us at ssip@sfwater.org or leave a message at (415) 554-3233. Thank you for your patience.
Food Access and Youth Leadership
Farmers' Markets For All is a project started by the Coro Northern CA Youth Fellows of San Francisco's District 1. The youth-led project is focused on increasing awareness of financial assistance programs for farmer's markets in San Francisco, with the end goal of increasing access to healthy and fresh foods among low-income communities. In order to accomplish this, they have commissioned youth artists to design a poster intended to spread awareness about food access programs and farmers' markets in San Francisco. You can find these posters in Muni buses traveling across the city. Follow the project on social media, and contact farmersmarketsforall@gmail.com for more ways you can advance food access in our community!
Thank you (and congratulations!) to the District 1 Youth Fellows who dedicated their past semester to make a positive change in, and for the community.
SF Public Library Browse & Bounce
The San Francisco Public Library (SFPL) will reopen additional neighborhood branches for limited indoor and front door pick-up service. More branches are slated to open throughout the summer as staffing permits and as San Francisco continues to make progress on its recovery.
The library also announced its new “Browse and Bounce” program, which is an express, in-person service that welcomes Library cardholders back inside for 60-minute sessions to browse library books, music and movies, pick up holds and check out materials, ask reference and information questions from Library staff, and schedule a 60-minute computer session. Patrons can also access photocopiers, printers, fax, and scanners. The Browse and Bounce service operates alongside SFPL To-Go, the Library’s popular front-door holds pick-up service, which also expanded last month.
The Richmond will have its own Browse and Bounce program:
The Richmond/Senator Milton Marks Jr. Branch (351 9th Avenue) Monday- Friday, 10 am - 5:30 pm
